The Specific Claims Policy provides for First Nations to borrow money from the Minister/Specific Claims Branch. However, the amount available is not nearly enough.

For claims valued up to $3 Million, a First Nation can borrow $15,000 to $75,000. For claims valued between $3 Million and $150 Million, a First Nation can borrow up to $427,500 over 3 years.
Any money borrowed from the Minister/Specific Claims Branch is repayable regardless of claim acceptance or rejection, and it must be repaid with interest.
The First Nation does not own or retain any research or studies paid for by the government if the negotiation is not successful.
